How about this: whoever wins each congressional district gets that district’s electoral votes, and the presidential and vice presidential candidates should be required to win a majority of the congressional districts as well as a majority of the states and the national popular vote.
If you want to be a real hard-ass, make the winning candidates win a majority of the electorate for each district and state, not just 50% plus one of those who decide to show up that year.
And make the vice presidential candidates run a separate campaign from the presidential campaign.
